17900 Worldwide IP calling card service is a service that China Telecom provided for customers to offer IP phone card business on fixed-line phones, cell phones and Personal Access Phone Systems.

Phone Card Usage
1. Calls from China
1) Make overseas and domestic long-distance calls: 17900 —> choose languages —> accounts —> password—> called number
2) Manage operations: 17900 —> choose languages —> accounts —> password —> choose according to phone system prompts (information check--press 11#; transfer of balance--press 22#; change of password--press 33#; call bundling--press 44#; abbreviated number accounts--press 55#).
3) Users can directly dial ‘17901+ called number of the phone’ of which account has been opened or bundled.
4) With regard to accounts of other phone numbers or other phone handsets, by dialing 17900, users can enter phone numbers on accounts opened, recharge the calling card, change a password and dial numbers (for fixed-line phones and Personal Access Phone System (PAS), it is (district number) + phone number, for cell phones, it is cell phone number).

Standard Prompts
Card bundling with main phone: Each card can be bundled with only one phone. One phone is confined to bundle with only one card. 17900 IP phone card cannot be bundled to the phone that has 17901 service.

Recharging the Calling Card
Users can open 17901 IP direct-dial service on phone by following phone system prompts. The 17900 Worldwide IP calling card service can be charged using a fixed-line phone, a cell phone or a Personal Access Phone System.
1. Advantages of 17901 IP Direct-dial Service
1) IP direct-dial phone service is convenient. Users are not required to enter a password. If using 17901 IP direct-dial phone handsets to make IP long-distance calls, users only need to add 17901 before the called number is dialed.
2) Users no longer need to carry a phone card with them, because the accounts are easy to remember and convenient to use. After recharging the calling card, the account number immediately becomes the recharged phone number. Users can use on non-rechargeable phone handsets after setting up a password. The charge of call will be deducted from rechargeable card’s balance.
Example: If the phone number 010-12345678 is used to recharge a calling card, which is bundled to a 17900 IP Worldwide phone card, the account number becomes 01012345678 after the first time it is recharged. After the user creates a password, such as 987654, the user can make long-distance calls on any phone by dialing 17900, entering the account number, 01012345678, followed by the password.
3) The validation period of the recharging calling card can be extended, which can help to save money and to provide security. Every time a user recharges the calling card for the same amount of original account, it will extend the validation period. Users should recharge the calling card three months prior to the expiration of the account’s validation period. The original overdue balance in accounts can be activated to use in succession.
2. Procedures for Opening an Account and Recharging the Calling Card
17900—>choose languages—>1#—>recharge the calling card on the phone or other accounts according to phone system prompts.
When first recharging the calling card, the system will automatically fulfill the process of opening an account and this phone number will be registered as a user account.
Entering a username and password is required when opening accounts and recharging the calling card.
3. Dialing
1) To dial a long-distance phone number on the phone that has been recharged: 17901+ called number
2) To dial a long-distance phone number on other phones: 17900—>choose languages—>accounts—>password—>domestic and international long-distance call number.
4. Prompts
1) Transfer of Remaining Balance
If the balance of the account falls below 5 RMB, the balance can be transferred to another account. After the balance transfer, the validation period after the account transfer does not change. The maximum sum of accounts cannot exceed 2000 RMB.
If the account that is transferred is a non-account phone number, during the process of transferring balance, the system will automatically open an account to complete the account transfer. The validation period is that of the original account.
2) Recharging the Calling Card
Only new cards (the preliminary balance on the card has not changed and the card is within the validation period) can be considered rechargeable cards for phone use. After recharging the calling card, the system will automatically prompt the total charge at this time and validation period for rechargeable accounts. Meanwhile, the rechargeable card is invalid. Different phone cards cannot be mutually recharged.
3) Validation Period
Users should recharge the calling card before the expiration of the validation period. The original expiration of the validation period of rechargeable accounts can be considered the starting point for the extension. Users can extend the validation period for rechargeable accounts. The maximum period of validation for recharging the calling card cannot exceed two years.
User accounts (including card accounts) have a three-month grace period once exceeding the validation period. Within the grace period, users cannot call but can manage their card (The new card can’t to be used as rechargeable card during grace period). When the grace period has expired, user accounts or card accounts will automatically be invalid.
4) In the process of dialing a card number or phone number, once mistakes are made, users can correct them by pressing the ‘*’ key.
5) After entering a card number, users press ‘#’ for minimizing the wait time.
6) If a call a user attempts to make is busy or is not answered after forwarding, hanging up after connecting, users can directly dial that same phone number along with Phone System Prompts without re-dialing account and password numbers.
7) If problems occur in China, users can contact a China Telecom business office or dial the number of 10000 for assistance. If problems occur abroad, users can call China Telecom National Customer Service Centers Number (86-21-50581000).
