But when I leave China I do not have any connection.

If you did not apply international romaing then it has no use outside China. You need to take your passport and go to China Mobile to register your real name and then put some money on your balance ( maybe CNY 3000) and then you can apply the service.

To change data plan you need only send SMS code of new plan to 10086, the orignal plan will be cancelled by system. To cancel current plan, there's special SMS code for each plan, just send it to China Mobile service 10086.

"Basic monthly fee" is for most SIM cards in China, whatever a pos-paid or prepaid SIM card, use it or not, a basic monthly fee will be charged. This data card we have has no monthly fee, that means if you did not use it for calling and also data ( no data plan applied ), sms or mms, no fee charges.
"Monthly fee" for data plan is not included in basic monthly fee, that means if you applied a data plan, whatever you use data or not, you will be charged this "Monthly fee".
