This is a series of value-added information services provided by China Telecom based on the telephone number information service, providing customers with a kind of facilitative service that relates to "clothing, feeding, housing, traveling and other consumptions". By dialing the service access number 114/118114, a customer can be provided with such information as food and beverage availability, tourist advice, road guide, hotel reservation and daily consumption articles. Through this service, basic corporate information, service range and product information of registered enterprises can be popularized to the public, and the enterprises can be benefited from reputation enhancement and business opportunity development.
The "Best Tone" mainly includes the following four categories of services:
Category 1. Industry first enquiry: providing the enquired with such value-added services as industry first enquiry, enquiry on multiple conditions and enquiry information analyses;
Category II. Enquiry transit: providing the enquirer with such value-added services as call transit, short message/facsimile number reporting, addresses and road guide;
Category III. Information publication: providing the enquired with enterprise information service while providing the enquirer with information enquiry service that is based on information with the enquired;
Category IV. Communications assistance: providing business and individual customers with such value-added services as private telephone directory management, enterprise switchboard, personal secretary and automatic traffic transit.
Biz Navigator
This is a service brand launched by China Telecom for its enterprise customers and is an actual initiative for supporting China Telecom's strategic transformation and especially the further implementation of the customer-centered sales service mode. Services provided by this "Biz Navigator" include: information applications, communications applications and supporting services, covering such telecom-grade high-quality services as network applications, management applications and communications applications which are based on the Internet network as well as maintenance agent, management agent and system integration, etc.
V-Net
This is a unified brand for China Telecom's Internet application services. By utilizing China Telecom's network and customer resources in the network, taking the advantages of "one point access can enjoy whole-network service", "one-point authentication can enjoy a whole network pass" and "one-point settlement can benefit the whole network", the V-net concentrates lots of contents and applications provided by SPs and provides customers with rich and colourful content and application services such as movies, education programmes, games and other entertainments. The V-net is customers' "one-stop broadband information and entertainment center". Meanwhile, the V-net can serve as a payment means to enable customers to pay all of those they should pay conveniently and quickly.
IDC (Internet Data Center)
In order to meet service requirements from the broad masses of customers, China Telecom has set up in many places of this kind of centers, occupying dozens of thousands square meters and are operated and maintained by some special professionals. At the same time, China Telecom has set up four backbone IDCs in Beijing, Guangzhou, Shanghai and Xi'an respectively, which can provide one-stop services for domestic and overseas group users, ICPs, ISPs and ASPs and the services include: main machine management under trusteeship, whole machine lease and value-added services, etc.
New video communications
This is a long-distance realtime interactive communications service for transmitting image, voice and data, aiming to realize multimedia video conferences. This service is very much appropriate to the following: a conference between a company and its branches which are located in difference places, between a department of the corporation and its correspondent departments which are located in a number of places and within organizational conference of a governmental organization; distance-education, distancetraining, telemedicine; security monitoring for a big building; inspection of a leader or leading body on work of his/her or its subordinates; distance-dispatching and command as well as news report broadcast, etc.
Global Eye
As a video network monitoring service, this is a new service launched by China Telecom based on its broadband networks, providing such value-added services as remote monitoring, transmission, storage and management of images. By using the ubiquity of China Telecom's broadband networks, this system enables scattered and independent image collecting points to be networked together so that crossing-area unified monitoring, storage and management can be realized and resources can be shared. Consequently, it provides managers/decision-makers with an entirely new, objectively visual and range-extended auditory and vision management tool that can help improve work effectiveness. Through a secondary application development, this service might provide some new means for resource re-utilization.
IPTV
Using the TV receiver and the over-head box as major terminal equipment, the IPTV is a broadband value-added service based on the telecom broadband network. With the market and technology developments, The IPTV will gradually open such communications services as interactive games, information services, audio and video broadcast, audio and video-on-demand,
Kara OK, distance education, interactive advertisement, record and broadcast, etc. Customers can enjoy high-quality digital media services. Customers can have extensive freedom to select video programs provided at websites in the IP network so that substantial interaction between the media provider and the media consumer can be realized.
Telephone services
China Telecom can provide customers with international service and service with Hong Kong, Macao and Taiwan, domestic long-distance service, the wireless service, the IP phony and the calling card service, etc.
Long-distance service: This includes the domestic long-distance service, international long-distance service and long-distance service with Hong Kong, Macao and Taiwan. This service is not only cover the whole country, but, through a direct dialing, also go to more than 200 countries and regions, and customers can enjoy very facilitative, high-speed and distinct conversations.
Local service: This is a voice service provided by China Telecom through the local wire and wireless telephone system for customers.
Wireless local telephone service: This is a service to be realized by adopting a wireless access technology in the local fixedline network, that enables a customer to make a call through a small portable telephone set (handset), is a supplement and expansion of the local telephone service. The wireless local phone terminal can be used for such value-added services as short message service (SMS), conference telephone, wireless getting online, super paging, polyphonic ringtones, etc. This service has the advantages of cheap charge, little radiation and secret keeping. At present, the separation of the card and the handset has been realized so that customers feel more convenient to change their terminals according to their requirements.
IP direct dialing telephone service: This is an IP service realized through a fixed or mobile telephone terminal, by dialing the access code 17909 or 17901 and the charge is collected from the calling party. This service is much appropriate to customers who have various long-distance call requirements. In the near future, China Telecom will realize the separation of the terminal and the card so as to facilitate customers to change their terminals according to their requirements and meet their diversified utilization requirements.
Calling card service: In order to facilitate customer to make telephone calls at any time and at any place, China Telecom has developed various kinds of calling cards, including the national, provincial and regional cards according to their common-use range. The cards are categorized by the IC Card, 17900 Card, V-net Card, 200 Card, 201 Card, IP Card, Getting online Card, Value-Chargeable Card and Pre-Paid Card. Moreover, to meet requirements from governmental units, institutions, business entities, enterprises, companies and individuals, some special cards for souvenirs, advertising and commemorative purposes are made by China Telecom as well.
Public pay phone service: China Telecom possesses the world’s largest public pay phone network, working with it there are more than 15 million phone sets. They are categorized by attended public phone set, IC Card phone set, corn payphone set, dedicated intelligent network access public phone set, public phone super market, intelligent public phone set and the newly developed PHS public phone set, etc.
Value-added telephone applications
"Huiyitong" (In the Chinese language, "Huiyi" means "conference" or "meeting" and "tong"means "communications"):
This is an interactive conference telephone service. Participants at different places can, at an in-advance scheduled time, through an in-advance designated dialing method, get access to the conference telephone system, a phone conference can be held. This Huiyitong facility is featured by convenient utilization, rich functions, security and flexibility, can save much traveling time of customers so as to improve their corporate effectiveness. It is very much appropriate to a regular meeting or an emergency meeting of a corporation that has branches at different places.
Telephone QQ: This is a telephone chatting service, By dialing a specially designated phone number, customers can get access to a telephone chatting platform, then one-to-one chatting or one-to-more-than-one chatting can be realized.
Xiaolingtong (Little Smart) Short Message service: This is an application service based on short message service provided by China Telecom for customers with Xiaolingtong terminals. Major services of the Xiaolingtong Short Message include: point-to-point short message and SP (content and application service provider) short message. So far interworking between the Xiaolingtong handsets of China Telecom and the mobile handsets of China Mobile and China Unicom as well as the interworking between the Xiaolingtong handsets of China Telecom and the Xiaolingtong handsets of China Netcom have been realized.
Polyphonic ringtones: After a customer has applied for this service, anyone who dials the number either of the fixed-line phone set or the Xiaolingtong phone set of the customer can hear a piece of music, an advertisement or a recorded message left by the customer, instead of a simple ringtone.
Business hot line: This is an intelligent service, a sole number line is provided for a customer and the line can reach any place nationwide, that is designated in advance by the customer and all calls to that number can be received by the line. The charges to the calls are shared by the calling customer and its called parties. Through this kind of hot line, a nationwide customer supporting platform can be set up for a company customer, helping the customer perfect its customer relation management system and promote its informatization progress.
Cordless Xiaolingtong phone set: This is a service that enables the Xiaolingtong phone set to have the functions of the cordless phone set. Only by installing a "cordless Xiaolingtong phone set" that is similar to a fixed phone set in your room, you can receive ordinary incoming calls in the room. Because by taking the advantage of mutual supplementary between the wire and wireless technologies, this cordless Xiaolingtong phone set can be free from puzzle that the radio signal has problems in indoor covering, i.e. can realize a convergence of in-door and out-door communications. As a convergence of the fixed and the mobile (Xiaolingtong) services (FPC), the cordless Xiaolingtong can make a fixed phone set to "travel with you" and enable you to have a convergence experience.
Internet access
As a broadband Internet network, China Telecom's CHINANET can not only provide a number of Internet access modes such as dial-up, broadband and dedicated line but also a number of Internet applications such as the "Xinshitong" (new video communications), "V-Net"and IDC for customers.
Dial-up access: It means that a customer can dial a special designated phone number to access to the Internet network to enjoy such services as the account registration, calling party paying charge, getting-online card and ISDN dialup online, etc.
Broadband access: China Telecom is providing various wire and wireless broadband access facilities. The wire access includes the ADSL and the LAN while the wireless access includes the WLAN. And the combined ADSL+WLAN and the LAN+WLAN modes can also be provided by China Telecom.
Data communications services
With China's most advanced, most perfect and largest-coverage data network, China Telecom can provide a number of data communications services for domestic and overseas customers, including ATM, FR, DDN, IPLC and bandwidth-type services as well as such virtual networking scenarios as IP-VPN, etc.
Telephone information service
China Telecom's telephone information service aims, through the voice service, enabling entities and individuals to get access to information content and applications and providing customers with convenient, fast, multi-functional and tailored services, giving customers perceptual knowledge and experience about new voice value-added services which are divided into five categories: information service, communications assistance, telephone e-commerce, communications and exchanges, corporate outsource and virtual call center.
Network element leasing service
With rich network resources, China Telecom can provide customers with a variety of network element leasing services and the elements include pipes , communications optical fibers, wave lengths, synchronous network ports and network equipment, etc.
Yellow pages information service
China Telecom possesses China's richest yellow pages information resources and has been doing in-depth exploration for providing a variety of tailored information services to meet individualized requirements from customers. China Telecom also possesses a multimedia platform that integrates printing, websites and voice, that is being accepted by public as an information enquiry channel. Based on this platform, China Telecom can provide paper-type telephone directories, on-website yellow pages, wireless and voice yellow pages services.
International services as well as services between the mainland of China and Hong Kong, Macao and Taiwan
Telephone service
Having established bilateral direct circuits with 63 carriers in 36 countries and regions, China Telecom has service cooperation partners in Asia, North America, South America, Europe, Oceania, Africa as well as in Hong Kong, Macao and Taiwan, and can provide voice services to the whole world, which include: IDD, ISDN, HCD, ITFS, UIFS, VPN and the card telephony. Calling cards for the overseas roaming have been sold since 2002. During 2005, the duration of international outgoing and incoming calls accounted for 7.2 billion minutes.
Internet service
Currently, with an Internet outbound bandwidth of 108Gbit/s, CHINANET is the largest Internet network in China and the largest Chinese character information network in the world. With most advanced network framework, CHINANET is able to provide access and transit services for a number of ISPs in the whole globe and also to provide the "Global e-Travel” and the “New Video Communications" services.
Data service
This service includes the IPLC private line (data private line and DDN private line), FR, ATM, IPVPN and their corresponding value-added services. All of these services can reach a number of countries and regions, and through transition to any country and region in the whole world. The outbound relay bandwidth has been about 16.7Gbit/s. For all of these services, global one-stop service can be provided and the IP VPN, QoS service and the corresponding SLA (Service Level agreement) service have been put into operation in succession.
International network element service
With the development of China Telecom’s international submarine fiber optic cable construction and its transport network, China Telecom has put forth the international network service for overseas telecom operators since 2001 and the services include line-interconnection among different submarine cables, cable restoration, line turn over in the transmission layer, lease of port in the switching layer and signaling transit service.
APIX service
The Asia-Pacific Internet Exchange (APIX) has consolidated China Telecom's overseas network resources, technological resources and the advantage of the CHINANET information center and has been providing Internet network transit service and line transit service for ISPs and telecom operators in Hong Kong, Macao and Taiwan as well as in foreign countries. The operation of the APIX has enabled China Telecom to manage the center according to requirements for world advanced telecom enterprises and narrow the gap between China Telecom and those advanced enterprises, to accumulate internationalized operational experience and gradually stride towards the telecom enterprise with international competitiveness. Presently, the services provided by the APIX include: Information e-Station (data transition), "Qianlichuanyin" ( It's a Chinese name, meaning "transferring voice for thousands of kilometers".) (voice transit), Interconnection with China (Agent for overseas ISPs in China’s domestic services) and Internet Harbour” (Internet Data Center-IDC).
Services provided by the Global Customer Service Center
In order to meet ever growing service and communications requirements from overseas customers, China Telecom has set up the China Telecom Global Service Center (CTSCC) and has put it into service. The CTSCC provides 24×7 hours/week continuous online and multi-language services. Its major responsibilities are: dealing with various service advice requirements, complaints and suggestions; dealing with breakdown reports with various kinds of international networks; pre-accepting requirements with some telecom services; doing market exploration and investigation, paying after-sale visits to customers; providing nationwide telephone number information; providing customers with services relating to the "Yitong" Card service and the APIX services.
Emergency communications service
The emergency communications unit of China Telecom is a special organization that is entrusted with the emergency communications tasks. On one hand, the unit is responsible for ensuring emergency communications tasks entrusted by the national Party and government leaders and required by such suddenly happened events as dangers and disasters. And on the other hand, the unit serves the society for occasional or flexible communications required by sports and entertainment events, for replacing, supporting and supplementary communications when a public telecom network is undergoing an innovation and/or expansion, and for ordinary communications services required by various social sectors if the emergency facilities are available to do so. The emergency communications unit has served many important international meetings and sports events. So far, seven large regional emergency communications bureaux have been set up in Hubei, Shanghai, Sichuan, Xi’an, Xinjiang, Guangdong and Fujian, some sub-bureaux or teams have been set up by some provincial telecom corporations.
